I believe Policy H4 needs a complete rewrite as it does not align with national policies on meeting housing needs or the standards in the 2018 Local Plan. The plan lacks detailed provisions for self-build and custom housing, which are currently inadequate to meet local needs. Additionally, the district's infrastructure cannot support the existing proposals, making the current plan insufficient to address housing requirements effectively.
