I believe Policy H4 needs a complete rewrite as it fails to align with the national policy for meeting all housing needs and does not meet the standards of the council's 2018 Local Plan. Additionally, the provision for self-build and custom housing is insufficient and does not address the needs of local residents. Furthermore, the district's infrastructure is not capable of supporting these plans.
