I believe Policy H4 needs a complete rewrite as it fails to align with national policy regarding housing needs and does not meet the standards of the council's 2018 Local Plan. Additionally, there should be more detailed provisions for self-build and custom housing, as the current plan is inadequate for local residents' needs. Furthermore, the district's infrastructure is not equipped to support these proposals.
