Policy H4 requires a complete rewrite as it does not align with national housing policies or the council’s 2018 Local Plan. It currently fails to address the full housing needs, especially in self-build and custom housing, which are inadequately planned for and unlikely to meet local residents’ needs. Furthermore, the district’s infrastructure is insufficient to support these plans, highlighting the need for a more comprehensive and realistic approach to housing development and infrastructure provision.
