I believe Policy H4 needs a complete overhaul. It doesn't align with the national policy on addressing all housing needs and falls short of the council's own 2018 Local Plan standards. The provision for self-build and custom housing is inadequate and won't meet local residents' needs. Additionally, the district's infrastructure won't support these plans.
