I believe Policy H4 needs a complete rewrite as it doesn’t align with national housing policies or the council’s 2018 Local Plan. It fails to address all housing needs and lacks adequate provisions for self-build and custom housing. The current plan won’t meet local demand, and the district’s infrastructure can’t support these proposals.
